Hagel: US rethinking possibly arming Syrian rebels

WASHINGTON (AP) ? The Obama administration is rethinking its opposition to arming the rebels who have been locked in a civil war with the Syrian regime for more than two years, Defense Secretary Chuck Hagel said Thursday, becoming the first top U.S. official to publicly acknowledge the reassessment.

During a Pentagon news conference with British Defense Secretary Philip Hammond, Hagel said arming the rebels was one option that the administration was considering in consultation with its allies. But he said he personally had not decided whether it would be a wise or appropriate move.

"Arming the rebels ? that's an option," he said. "You look at and rethink all options. It doesn't mean you do or you will. ... It doesn't mean that the president has decided on anything."

Hammond said his country was still bound by a European Union arms embargo on Syria, but he said Britain would look at the issue again in a few weeks when the ban expires and make a decision based on the evolving situation on the ground.

Hagel's comments affirmed what had been a quiet but emerging dialogue within the Obama administration: That arming the rebels might be preferable amid growing indications that the Syrian regime has used chemical weapons against its own people, an action President Barack Obama characterized as a "game-changer" that would have "enormous consequences."

Asked for his thoughts on the evolving issue, Obama said Thursday that the U.S. will continue to evaluate its options.

"We want to make sure that we look before we leap and that what we're doing is actually helpful to the situation as opposed to making it more deadly or more complex," Obama said at a news conference in Mexico.

Both Hagel and Hammond also indicated that strong evidence still was needed to provide a solid legal basis for any military action the U.S. or its allies might take. While neither would detail the evidence already collected from several reported incidents of chemical weapons use by the Bashar Assad regime, Hammond said the public still remembers that claims of weapons of mass destruction in Iraq in 2003 turned out to be untrue.

"There is a very strong view that we have to have very clear, very high-quality evidence before we make plans and act on that evidence," Hammond said. "If there were future use of chemical agents, that would generate new opportunities for us to establish a clear evidence of use to a legal standard of evidence."

Officials have said that intelligence assessments of the use of sarin gas in Syria are based in part on "physiological samples," which could include human tissue, blood or other body materials, in addition to soil samples. Asked whether the U.S. and Britain have separate samples or are examining the same material, Hammond declined to specify, but said the two countries were working closely on the analysis.

Hagel said each country uses its own intelligence agencies but works to share information with allies.

Administration officials said Wednesday that arming the opposition forces was seen as more likely than any other military option. They cited U.S. intelligence beliefs that the rebels may be distancing themselves from the al-Qaida-linked group there. The officials spoke on condition of anonymity because they weren't authorized to discuss publicly the options under consideration.

Some senior leaders, including Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, have been publicly skeptical about the wisdom of arming the rebels because of concerns that U.S. weapons could end up in the hands of al-Qaida-linked groups helping the Syrian opposition or other extremists, such as Lebanon-based Hezbollah.

But officials say there is a growing realization that, under increasing pressure from Congress and other allied nations, the U.S. might soon have to do more for the Free Syrian Army.

The administration announced last week that it believed Assad has used chemical weapons but said the intelligence wasn't definitive.

Damascus has denied it has used chemical weapons, saying the Syrian rebels were trying to frame the regime.

Asked about Syria's chemical weapons caches, Hammond said Britain believes the Assad regime remains in control of its principal weapons sites.

"I think we have a great deal of knowledge of location of chemical weapons," Hammond said. "That is not the same as saying that I can put my hand on my heart and say we know where every last item is."

Other military options under discussion include creating a no-fly zone over the country or a limited safe zone where Syrians could be free from violence. There has been little appetite for putting U.S. military boots on the ground in Syria.

Syria's two-year civil war has left an estimated 70,000 people dead and hundreds of thousands of refugees.

Genetic factor predicts success of weight-loss surgery

May 2, 2013 ? More than one-third of adults in the United States are obese, and some of these individuals undergo gastric bypass surgery to shed the extra pounds. A genome-wide association study published by Cell Press May 2nd in The American Journal of Human Genetics reveals that the amount of weight loss after this surgery can be predicted in part by a DNA sequence variation found on chromosome 15. The findings explain why the success of gastric bypass surgery varies so widely and could help clinicians identify those who would benefit the most from this type of surgery.

"Surgery is the most effective therapy for severe obesity, but these procedures are invasive, and not all patients get the same degree of benefit," says senior study author Lee Kaplan of Massachusetts General Hospital and Harvard Medical School. "If we can identify those patients who are likely to lose more weight after surgery from those who do less well, we could help steer patients towards the therapy that best suits them."

Individuals who undergo gastric bypass surgery lose on average about 35%-40% of their initial weight and keep most of this weight off. But the amount of weight lost by different patients varies by a factor of four, and it is not understood what causes this wide difference in response.

To identify specific genetic factors that might play a role, Kaplan and his team examined the genomes of more than 1,000 individuals undergoing gastric bypass surgery. They found that individuals with two copies of a specific variant on chromosome 15 lost on average about 39% of their body weight, whereas those without a copy of this variant lost less than 30% of their body weight. Moreover, the activity of the gene located closest to this variant also predicted weight loss.

"This is the first instance where a genome-wide search has identified genetic predictors of weight loss after gastric bypass surgery," Kaplan says. "Since the genes identified in this report have not previously been known to be involved with body-weight regulation and obesity, their identification may suggest new approaches that could be used to develop novel therapies for obesity, diabetes, and related metabolic disorders."

US keeps Cuba on state sponsors of terrorism list

HAVANA (AP) ? A State Department spokesman said Wednesday that Washington has no plans to remove Cuba from a list of state sponsors of terrorism that also includes Iran, Syria and Sudan.

That is sure to ruffle feathers in Havana, which vehemently denies any links to terrorism. Cuba's government contends its inclusion on the list is a political vendetta by a U.S. government that has kept an economic embargo on the Communist-run island for 51 years.

State Department spokesman Patrick Ventrell said Washington "has no current plans to remove Cuba" from the list, which is included in the department's annual report on terrorism.

The report was supposed to have been released Tuesday, but has been delayed. Officials say it is likely to come out later in May.

Wednesday was a holiday in Cuba and there was no immediate comment from the government.

There had been speculation among analysts and others that the U.S. might use the report to take Cuba off the list and boost efforts to improve relations.

"It's a missed opportunity. There's no doubt about it," said Philip Peters, a longtime Cuba analyst based in Washington. "It would have been an important step. It would have removed an accusation that the whole world knows is false."

Peters said removing Cuba from the list would have a profound impact on relations between the two countries, but keeping it on meant that a half century of mistrust would continue. He added, however, that the wording used by the State Department left open the possibility that Cuba could be taken off in the future.

Others praised the move. Rep. Ileana Ros-Lehtinen, a Cuban-American Republican from Florida, said keeping Cuba on the list "reaffirms that the Castro regime is, and has always been, a supporter and facilitator of terrorism," she said.

She criticized the administration for not putting North Korea back on the list. The reclusive Asian country was taken off in 2008 amid negotiations over nuclear disarmament that ultimately failed.

Cuba is ostensibly included on the list because it has harbored Colombian rebels and Basque militants as well as some aging members of American militant groups from the 1960s and '70s.

Many Cuba watchers had speculated the time might be ripe for Cuba to get off the list, in large part because the Cuban government is now hosting peace talks between Colombian rebels and that country's government, while the Basque militants have announced a permanent cease-fire.

The Colombian and Spanish governments have not criticized Cuba's role in their conflicts in recent years, and both countries routinely vote against U.S. economic sanctions on the island during a yearly vote at the United Nations.

Several U.S. newspapers ran editorials calling for Cuba to be removed from the list. Some argued that the Caribbean nation's inclusion undermined a list that is meant to highlight major international pariahs.

One of the requirements for getting off the list is that countries publicly renounce terrorism. Cuba did that in April when it sent its condolences both to the American people and the U.S. government over the bombings at the Boston marathon.

Cuba said in its message that it "rejects and condemns unequivocally all acts of terrorism, in any place, under any circumstance, and with whatever motivation."

But Ventrell said the annual report is never used to remove or add countries from the state sponsors list. Such decisions can be made at any time during the year, he said, but added that there are no plans to alter Cuba's status in the near future.

In the late 1960s and early 1970s, when the Imagists exhibited in Chicago and abstract painting held sway in New York, a distinct strain of avant-garde and conceptual art emerged in California.

The state was an incubator of social change and counter-culture that attracted artists seeking alternatives to traditional modes of art making. California's distance from commercial galleries and the art-world press also gave artists greater freedom to experiment as they challenged the definition of art, the role of the artist, and the academic and institutional structures of the art world.

Organized as part of the landmark Pacific Standard Time initiative by the University of California, Berkeley Art Museum and Pacific Film Archive (BAM/PFA) and the Orange County Museum of Art, State of Mind: New California Art Circa 1970 is the first in-depth survey of conceptual art in California. It examines this formative period and the enduring legacy it has left for succeeding generations of artists. It includes the work of sixty artists and collectives, including Ant Farm, John Baldessari, Chris Burden, Lynn Hershman, Bruce Nauman, Martha Rosler, and Ed Ruscha. Organized thematically, the exhibition showcases more than 150 works of art?installations, photographs, videos and films, artists' books, and extensive performance documentation?that demonstrate the critical role of California artists in the development of conceptual art and other new genres.
