A message by Brazil's President Dilma Rousseff is broadcast live at the bus station in Brasilia, Brazil, Friday, June 21, 2013. The Brazilian ended her near-silence about more than a week of massive, violent protests, saying in a prime time TV broadcast Friday that peaceful demonstrations were part of a strong democracy but that violence could not be tolerated. She promised to make improvements to public services, but said it couldn't be done overnight. (AP Photo/Eraldo Peres)

SAO PAULO (AP) ? Tens of thousands of anti-government demonstrators again took to streets in several Brazilian cities Saturday after the president broke a long silence to promise reforms, but the early protests were smaller and less violent than those of recent days.

Police estimated that about 60,000 demonstrators gathered in a central square in the city of Belo Horizonte, largely to denounce legislation that would limit the power of federal prosecutors to investigate crimes in a country where many are fed up with the high rate of robberies and killings. Many fear the law would also hinder attempts to jail corrupt politicians and other powerful figures.

In Belo Horizonte, police used tear gas and rubber bullets to disperse protesters who tried to pass through a barrier and hurled rocks at a car dealership.

President Dilma Rousseff, a former leftist guerrilla who was tortured during Brazil's military dictatorship, made a televised 10-minute appearance on Friday night backing the right to peaceful protest but sharply condemning violence, vandalism and looting.

She promised to be tougher on corruption and said she would meet with peaceful protesters, governors and the mayors of big cities to create a national plan to improve urban transportation and use oil royalties for investments in education. Much of the anger behind the protests has been aimed at costly bus fares, high taxes and poor public services such as schools and health care.

Many Brazilians, shocked by a week of protests and violence, hoped that Rousseff's words would soothe tensions and help avoid more violence, but not all were convinced by her promises of action.

A rapidly growing crowd blocked Sao Paulo's main business street, Avenida Paulista, to press their demands.

Victoria Villela, a 21-year-old university who joined the crowd, said she was "frustrated and exhausted by the endless corruption of our government."

"It was good Dilma spoke, but this movement has moved too far, there was not much she could really say. All my friends were talking on Facebook about how she said nothing that satisfied them. I think the protests are going to continue for a long time and the crowds will still be huge."

Around her, fathers held young boys aloft on their shoulders, older women gathered in clusters with their faces bearing yellow and green stripes, the colors of Brazil's flag.

In the northeastern city of Salvador, where Brazil's national football team was set to play Italy in a match for the Confederations Cup, some 5,000 protesters gathered about 3 miles (5 kilometers) from the stadium, shouting demands for better schools and transportation and denouncing heavy spending on next year's World Cup.

About 1,000 demonstrators trying to reach the stadium were kept at bay by police firing rubber bullets and using pepper spray.

Rodrigo Costa, a 32-year-old civil engineer in the city, said that it was good just to see a popular movement force "a head of state to go on TV and talk about the problems of the country."

"She didn't touch on all the issues that the people want to see improved," Costa said. "But I think that just in general it was a good message."

Brazil's news media, which had blasted Rousseff in recent days for her lack of response to the protests, seemed largely unimpressed with her careful speech, but noted the difficult situation facing a government trying to understand a mass movement with no central leaders and a flood of demands.

With "no objective information about the nature of the organization of the protests," wrote Igor Gielow in a column for Brazil's biggest newspaper, Folha de S. Paulo, "Dilma resorted to an innocuous speech to cool down spirits."

At its height, some 1 million anti-government demonstrators took to the streets nationwide on Thursday night with grievances ranging from public services to the billions of dollars spent preparing for international sports events.

Outside the stadium in Belo Horizonte where Mexico and Japan met in a Confederations Cup game, Dadiana Gamaleliel, a 32-year-old physiotherapist, held up a banner that read: "Not against the games, in favor of the nation."

"I am protesting on behalf of the whole nation because this must be a nation where people have a voice ... we don't have a voice anymore," she said.

She said Rousseff's speech wouldn't "change anything."

"She spoke in a general way and didn't say what she would do," she said. "We will continue this until we are heard."

Social media and mass emails were buzzing with calls for a general strike next week. But Brazil's two largest unions, the Central Workers Union and the Union Force, said they knew nothing about such an action, though they do support the protests.

At the protest in Salvador, 32-year-old public worker Mariana Santos said that demonstrators want Rousseff and the rest of Brazil's government to be held accountable if they fail to keep their promises.

"Dilma said she was going to make a pact with unions, students, with everyone, to fix things," Santos said. "If they hold the World Cup and she has not done what she said she will do, the people may decide they don't want the Cup."

Acer H5370BD

If you think that big-screen 3D home-entertainment displays have to be expensive, you clearly haven't seen the Acer H5370BD. Even after you add in the cost of a screen, the H5370BD is cheaper than a 90-inch 3D TV by an order of magnitude. Granted, it won't give you as high quality an image as a large-size TV, partly because its native resolution is 720p rather than 1080p. But as an entry-level home-entertainment projector, it can connect to video sources like Blu-ray players and cable or FIOS set-top boxes to give you a big image with reasonably good quality in both 2D and 3D.

Built around a DLP chip and rated at 2,500 lumens, the H5370BD is in the same size and weight class as the 720p Editors' Choice Epson PowerLite Home Cinema 710HD and the 1080p Acer H6500, both of which I reviewed last year.

All three of these projectors are notably small and light, with the H5370BD coming in at five pounds five ounces. In each case, you can set the projector up permanently if you like. However, if you don't have a room suitable for permanent installation, the small size makes it easy to store the projector away and then set it up quickly whenever you want to use it. You can also carry it easily to a friend's house for a movie night or the like. Acer even makes it easy to store the H5370BD away or carry it elsewhere by including a soft carrying case.

Setup
Setup is standard, with manual focus and zoom controls. The zoom is only 1.1x, which isn't much, but any zoom is better than none. It gives you at least a little flexibility in how far you can put the projector from the screen for a given size image.

Connectors for image sources include two HDMI ports, with one offering MHL support for connection to mobile devices. Other choices include an S-Video port, three RCA plugs for component video, and the usual VGA and composite video ports. There's also an audio-in port, but no audio-out. If you want to use an external sound system, you'll have to connect it directly to the same source the projector is connected to. You'll also have to switch the audio source separately, rather than automatically switching to the right audio when you change the image source.

Brightness and Image Quality
Evaluating brightness for single-chip DLP projectors like the H5370BD can be tricky. Unlike three-chip LCD projectors, including the 710HD, for example, DLP projectors typically have lower color brightness than white brightness, which can affect both the brightness of color images and color quality.

That said, in my tests, using a 1.0 gain screen, the H5370BD was suitably bright for a 78-inch wide (90-inch diagonal) image to stand up to the ambient light that's typical for a living room or family room at night. For theater-dark lighting, or for smaller images, you can lower the brightness by choosing a different preset mode, by switching to Eco mode, or both. Eco mode also increases the rated lamp life to 6,000 hours from an already longer than typical 5,000 hours in Standard lamp mode.

Image Quality and Rainbows
The H5370BD's image quality is obviously limited compared with 1080p projectors by its native 720p resolution. Overall, however, it scored reasonably well for 2D video quality. I didn't see any motion artifacts, skin tones looked fine, and I didn't see any posterization (shading changing suddenly where it should change gradually) even in clips that tend to cause that problem. I saw some mild loss of shadow detail (details based on shading in dark areas), and a mild to moderate level of noise, but neither was significant enough to be bothersome for most people.

A potentially more important issue is the H5370BD's tendency to show rainbow artifacts, with light areas breaking up into flashes of red, green, and blue. This is always a potential concern for single-chip DLP projectors because of the way they create colors, but some projectors show these artifacts much more often than others. With the H5370BD, they show often enough that anyone who sees rainbow artifacts easily and is bothered by them is likely to find them annoying. If you, or anyone you watch movies with regularly, fall in that category, you'll be better off with an LCD projector like the 710HD.

3D and Other Issues

According to Acer, the H5370BD supports 3D both with computers at up to 720p, using HDMI only, and with video sources with HDMI 1.4a ports. In my tests with a Blu-ray player, it worked as promised. Note that you can use either 120Hz or 144Hz glasses with games, but for 24-frame-per-second-video, you need 144Hz glasses.

Image quality in 3D was roughly the same as in 2D for all of the aspects that 2D and 3D images share, including frequency of rainbow artifacts. Beyond that, the projector handled 3D-specific issues well. In particular, I didn't see any crosstalk, and I saw only a hint of 3D-related motion artifacts in clips that tend to show them. The image was noticeably dimmer with 3D, but that's expected, since the glasses block light for each eye half of the time. If you want to use 3D extensively, you may need to set the projector up with a smaller image size than you would for watching 2D material only.

The one potentially serious drawback for the Acer H5370BD is rainbow artifacts. If you see them easily, or worry that someone you watch with might, you're far better off with an LCD projector like the Epson PowerLite Home Cinema 710HD, which is guaranteed not to show them. However, the 710HD doesn't offer 3D and the Acer H5370BD does. If you don't see rainbow artifacts easily, or even if you do see them, but don't find them bothersome, the Acer H5370BD's balance of features, brightness, image quality, and price can make it an attractive choice.

Brazil leader to break silence about protests

BRASILIA, Brazil (AP) ? More than a week of massive, violent protests across Brazil invited only stoic silence Friday from President Dilma Rousseff, even after she had called an emergency meeting with a top Cabinet member in response to the growing unrest.

Only on Friday night did the government confirm that Rousseff would address the nation a few hours later, but through a prerecorded message. She was expected to meet in the evening with top bishops from the Roman Catholic Church about the protests' effects on a papal visit still scheduled for next month in Rio and Sao Paulo state.

Trying to decipher the president's reaction to the unrest has become a national guessing game, especially after some 1 million anti-government demonstrators took to the streets the night before across the country to denounce everything from poor public services to the billions of dollars spent preparing for next year's World Cup soccer tournament and the 2016 Olympics in Brazil.

The protests continued Friday, as about 1,000 people marched in western Rio de Janeiro city, with some looting stores and invading an enormous $250 million arts center that remains empty after several years of construction. Police tried to disperse the crowd with tear gas as they were pelted with rocks. Police said some in the crowd were armed and firing at officers.

Local radio was also reporting that protesters were heading to the apartment of Rio state Gov. Sergio Cabral in the posh Rio neighborhood of Ipanema.

Other protests broke out in the country's biggest city, Sao Paulo, and in Fortaleza in the country's northeast. Demonstrators were calling for more mobilizations in 10 cities on Saturday.

The National Conference of Brazilian Bishops came out in favor of the protests, saying that it maintains "solidarity and support for the demonstrations, as long as they remain peaceful."

"This is a phenomenon involving the Brazilian people and the awakening of a new consciousness," church leaders said in the statement. "The protests show all of us that we cannot live in a country with so much inequality."

Rousseff, a former Marxist rebel who fought against Brazil's 1964-85 military regime, had never held elected office before she became president in 2011 and remains clearly uncomfortable in the spotlight.

She's the political protege of former President Luiz Inacio Lula da Silva, a charismatic ex-union leader whose tremendous popularity helped usher his former chief of staff to the country's top office. A career technocrat and trained economist, Rousseff's tough managerial style under Lula earned her the moniker "the Iron Lady," a name she has said she detests.

While Rousseff has stayed away from the public eye, Roberto Jaguaribe, the nation's ambassador to Britain, told news channel CNN Friday the government was first trying to contain the protests.

He labeled as "very delicate" the myriad demands emanating from protesters in the streets.

"One of our ministers who's dealing with these issues of civil society said that it would be presumptuous on our part to think we know what's taking place," Jaguaribe said. "This is a very dynamic process. We're trying to figure out what's going on because who do we speak to, who are the leaders of the process?"

Marlise Matos, a political science professor at the Federal University of Minas Gerais, said that answer wasn't good enough.

"The government has to respond, even if the agenda seems unclear and wide open," she said. "It should be the president herself who should come out and provide a response. But I think the government is still making strategic calculations to decide how to respond. What I'd like to see as a response is a call for a referendum on political reform. Let the people decide what kind of political and electoral system we have."

Brazil watchers outside the country were also puzzled by the government's silence, although Peter Hakim, president emeritus at the U.S.-based Inter-American Dialogue think-tank, said he appreciated the complicated political picture, especially with protests flaring in areas where the president is unpopular.

"It's unusual that there has not been a major speech by Dilma, in which she could say that Brazil has come a long way but admit it's got a long way to go," Hakim said. "This is a puzzle in the midst of a huge labyrinth maze and she can't figure out the best direction to take."

Carlos Cardozo, a 62-year-old financial consultant who joined Friday's protest in Rio, said he thought the unrest could cost Rousseff next year's elections. Even as recently as last week, Rousseff had enjoyed a 74 percent approval rating in a poll by the business group the National Transport Confederation.

"Her paying lip service by saying she's in favor of the protests is not helping her cause," Cardozo said. "People want to see real action, real decisions, and it's not this government that's capable of delivering."

Social media and mass emails were buzzing with calls for a general strike next week. However, Brazil's two largest nationwide unions, the Central Workers Union and the Union Force, said they knew nothing about such an action, though they do support the protests.

A Thursday night march in Sao Paulo was the first with a strong union presence, as a drum corps led members wearing matching shirts down the city's main avenue. Many protesters have called for a movement with no ties to political parties or unions, which are widely considered corrupt here.

In the absence of such groups, the protests have largely lacked organization or even concrete demands, making a coherent government response nearly impossible. Several cities have cancelled the transit fare hikes that had originally sparked the demonstrations a week ago, but the outrage has only grown more intense.

The one group behind the reversal of the fare hike, the Free Fare Movement, said on Friday it would not call any more protests. However, it wasn't clear what impact that might have on a movement that has moved far beyond its original complaint.

Foreign Minister Antonio Patriota hit back at protesters the morning after his modernist ministry building was attacked by an enraged crowd Thursday. At one point, smoke had billowed from the building, while demonstrators shattered windows along its perimeter.

Standing before the ministry, Patriota told reporters he "was very angry" that protesters attacked a structure "that represents the search for understanding through dialogue." Patriota called for protesters "to convey their demands peacefully."

"I believe that the great majority of the protesters are not taking part in this violence and are instead looking to improve Brazil's democracy via legitimate forms of protest," Patriota said.

Most protesters have indeed been peaceful, and crowds have taken to chanting "No violence! No violence!" when small groups have prepared to burn and smash. The more violent demonstrators have usually taken over once night has fallen.

At least one protester was killed in Sao Paulo state Thursday night when a driver apparently became enraged about being unable to travel along a street and rammed his car into demonstrators. News reports also said a 54-year-old cleaning woman had died Friday after inhaling tear gas the night before while taking cover in a restored trolley car.

The unrest is hitting the nation as it hosts the Confederations Cup soccer tournament, with tens of thousands of foreign visitors in attendance.

For some, the police response to the protests has been yet another reason to hit the streets.

"Even though I didn't see much of police violence on TV because the coverage was focused on the vandalism, I heard about it from friends and family," said 26-year-old journalist Marcela Barreto, who was marching in Rio Friday. "And I wanted to show the government it's not going to work. We're not scared."

Hagel: US rethinking possibly arming Syrian rebels

WASHINGTON (AP) ? The Obama administration is rethinking its opposition to arming the rebels who have been locked in a civil war with the Syrian regime for more than two years, Defense Secretary Chuck Hagel said Thursday, becoming the first top U.S. official to publicly acknowledge the reassessment.

During a Pentagon news conference with British Defense Secretary Philip Hammond, Hagel said arming the rebels was one option that the administration was considering in consultation with its allies. But he said he personally had not decided whether it would be a wise or appropriate move.

"Arming the rebels ? that's an option," he said. "You look at and rethink all options. It doesn't mean you do or you will. ... It doesn't mean that the president has decided on anything."

Hammond said his country was still bound by a European Union arms embargo on Syria, but he said Britain would look at the issue again in a few weeks when the ban expires and make a decision based on the evolving situation on the ground.

Hagel's comments affirmed what had been a quiet but emerging dialogue within the Obama administration: That arming the rebels might be preferable amid growing indications that the Syrian regime has used chemical weapons against its own people, an action President Barack Obama characterized as a "game-changer" that would have "enormous consequences."

Asked for his thoughts on the evolving issue, Obama said Thursday that the U.S. will continue to evaluate its options.

"We want to make sure that we look before we leap and that what we're doing is actually helpful to the situation as opposed to making it more deadly or more complex," Obama said at a news conference in Mexico.

Both Hagel and Hammond also indicated that strong evidence still was needed to provide a solid legal basis for any military action the U.S. or its allies might take. While neither would detail the evidence already collected from several reported incidents of chemical weapons use by the Bashar Assad regime, Hammond said the public still remembers that claims of weapons of mass destruction in Iraq in 2003 turned out to be untrue.

"There is a very strong view that we have to have very clear, very high-quality evidence before we make plans and act on that evidence," Hammond said. "If there were future use of chemical agents, that would generate new opportunities for us to establish a clear evidence of use to a legal standard of evidence."

Officials have said that intelligence assessments of the use of sarin gas in Syria are based in part on "physiological samples," which could include human tissue, blood or other body materials, in addition to soil samples. Asked whether the U.S. and Britain have separate samples or are examining the same material, Hammond declined to specify, but said the two countries were working closely on the analysis.

Hagel said each country uses its own intelligence agencies but works to share information with allies.

Administration officials said Wednesday that arming the opposition forces was seen as more likely than any other military option. They cited U.S. intelligence beliefs that the rebels may be distancing themselves from the al-Qaida-linked group there. The officials spoke on condition of anonymity because they weren't authorized to discuss publicly the options under consideration.

Some senior leaders, including Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, have been publicly skeptical about the wisdom of arming the rebels because of concerns that U.S. weapons could end up in the hands of al-Qaida-linked groups helping the Syrian opposition or other extremists, such as Lebanon-based Hezbollah.

But officials say there is a growing realization that, under increasing pressure from Congress and other allied nations, the U.S. might soon have to do more for the Free Syrian Army.

The administration announced last week that it believed Assad has used chemical weapons but said the intelligence wasn't definitive.

Damascus has denied it has used chemical weapons, saying the Syrian rebels were trying to frame the regime.

Asked about Syria's chemical weapons caches, Hammond said Britain believes the Assad regime remains in control of its principal weapons sites.

"I think we have a great deal of knowledge of location of chemical weapons," Hammond said. "That is not the same as saying that I can put my hand on my heart and say we know where every last item is."

Other military options under discussion include creating a no-fly zone over the country or a limited safe zone where Syrians could be free from violence. There has been little appetite for putting U.S. military boots on the ground in Syria.

Syria's two-year civil war has left an estimated 70,000 people dead and hundreds of thousands of refugees.
